The Rock View Flood Alleviation Scheme in Melling, Liverpool, was delivered by United Utilities between August 2020 and June 2021 as part of their AMP7 High Frequency Risk Reduction (HFRR) programme. Aimed at addressing long-standing sewer flooding affecting 15 properties, the project involved constructing a 600m³ detention tank and pumping station—built via a 12.5m diameter, 9m deep caisson shaft by Active Tunnelling Ltd—along with 135m of new 300mm sewers and a 100mm rising main. The system was designed to offer 1-in-30 year flood protection and significantly exceeded storage requirements, providing 135 hours of capacity. Despite challenges with ground conditions, traffic management, and local opposition to the use of green space, the project met its Output Delivery Incentive (ODI) target ahead of the March 2021 deadline, with full operational handover completed in June 2021. Since commissioning, no further flooding incidents have been reported.
